ECN welcomes the publication of the new EU Soil Strategy

The new EU Soil Strategy – is an important deliverable of the European Green Deal and the EU Biodiversity Strategy for 2030 for tackling the climate and biodiversity crises. Healthy soils are the foundation for 95% of the food we eat, they host more than 25% of the biodiversity in the world, and are the largest terrestrial carbon pool on the planet. Yet, 70% of soils in the EU are not in a good condition.
The Strategy sets a framework with concrete measures for the protection, restoration and sustainable use of soils and proposes a set of voluntary and legally binding measures. This strategy aims to increase the soil carbon in agricultural land, combat desertification, restore degraded land and soil, and ensure that by 2050, all soil ecosystems are in a healthy condition.

The ECN will celebrate the World Soil Day on 6th December

The programme and details for the registration will be shared soon with the ECN members to hear about the content of the EU Soil Strategy directly by the European Commission, DG Environment.

With the publication of the Communication on the EU Soil Strategy for 2030 the Commission announced a Soil Health Law to be published in 2023. More details and analysis about the document are included in the ECN Policy Paper on the EU Soil Strategy

Recordings of the EU Soil Observatory (EUSO) Stakeholders Forum available

The Joint Research Center (JRC) has organised the first ever EU Soil Observatory (EUSO) Stakeholders Forum. This three-day event reflected the challenges facing soil within the various strategies of the Green Deal and Horizon Europe’s proposed Mission on Soil Health and Food. The event was attended by 274 participants virtually and more than 2,000 people followed the streaming. The recordings are available here.
The forum established five Working Groups: soil monitoring, soil pollution, soil biodiversity, data integration, soil erosion. European Commission’s 2022 Work programme was published

Noticeable legislative elements regard the measure to reduce the release of microplastics in the environments in Q2 2022 and the certification carbon removals certification in Q4 2022. Both initiatives should be accompanied by an impact assessment. In Q2 2022, the european Commission will also publish its proposal to revise the Directive on Urban Waste Water Treatment.
The Commission adopted its 2022 Work Programme highlighting the main new initiatives and REFIT initiatives. It also noted that the priority pending proposals to be debated in 2022 are those of the ‘Fit for 55’ Package and on sustainable finance.

Methane Emission under the spotlight

EU Member States must reduce methane emissions from Agriculture, energy and waste. The latest pledge presented by the EU and the US at the COP 26 committed many countries to reduce global methane emissions to keep the goal of limiting warming to 1.5 degrees Celsius within reach.

A total of over 100 countries representing 70% of the global economy and nearly half of anthropogenic methane emissions have now signed onto the Pledge. The European Bank for Reconstruction and Development, the European Investment Bank, and the Green Climate Fund have committed to support the Pledge through both technical assistance and project finance. The International Energy Agency will also serve as an implementation partner.
The European Parliament adopted its own initiative Report on the Communication on the EU Strategy on methane emissions on 21th October 2021 with 563 votes in favour,122 votes against and 11 Abstentions.
With the relative points on waste (51-57) the European Parliament calls on the Commission to consider methane emissions in a review of the Urban Waste Water Treatment Directive and a review of the Sewage Sludge Directive in addition to a strong focus on methane emissions in a future review of the Landfill Directive (paragraph 51). It also calls on the Commission to (a) set binding EU targets for commercial and industrial waste; (b) propose targets for residual waste; (c) align the Landfill Directive with the EU's overall climate change and GHG emissions reduction objectives; (d) produce a BREF document for landfilling, including provisions on methane (paragraph 53).

S.O.S Save Organics in Soil

This international initiative S.O.S. SOIL – Save Organics in Soil, led by the European Compost Network (ECN) and the Italian Composting and Biogas Association (CIC), aims to highlight the importance of soil organic matter to encourage policy makers to develop instruments to move Europe towards implementing sustainable, climate proof soil management practices.
